Need to recycle fewer than ten waste tires? Self-haul them to a transfer station (as of December 2003,costs $5.50/tire off the rim at the Davis Street Transfer Station), or call a nearby tire dealer. Most will accept a small number of tires for a nominal fee (typically around $2/tire). |
Waste tires can be recycled into a variety of useful products, including asphalt, playground mats, roadway noise barriers and more.
To ensure that tires are recycled, businesses who generate tires regularly--such as tire shops, auto repair facilities, and truck fleet operators--are required by State law to have their waste tires removed and transported by a waste tire hauler registered with the State of California. (Anyone transporting ten or more used or waste tires must be a registered waste tire hauler.)

About the Waste Tire Enforcement Program (WTEP)
With funding from the California Integrated Waste Management Board (CIWMB), the City of Oakland's Waste Tire Enforcement Program (WTEP) informs Oakland businesses about laws that affect them--including Oakland's Blight Ordinance--and helps monitor and ensure compliance with State waste tire regulations. By working with businesses, property owners, and other agencies, the City hopes to reduce illegal dumping of waste tires, and improve the quality of life in Oakland. The WTEP is managed by the City of Oakland Community and Economic Development Agency, Building Services Division.
Are you a "waste tire generator?"
A waste tire generator is any business that needs to dispose of any quantity of waste tires. Waste tires must be disposed of legally. Waste tire generators must:
- release waste tires to registered haulers only
- get a TPID number (free) from the CIWMB; call (866) 896-0600, toll-free, to apply
- keep records as required by the State's waste tire disposal manifest system
Should you register with the State as a "waste tire hauler?"
If you ever haul ten or more used or waste tires, you must register annually with the CIWMB. Registration costs approximately $200 (annual fee for bond). Registered waste tire haulers must keep a registration decal on the hauling vehicle's passenger-side windshield, and must have a registration certificate in the vehicle as well as a Trip Log and disposal manifests when hauling tires.
Does your business need a "waste tire facility permit?"
A business that has over 500 waste tires at any one time is a waste tire facility. Waste tire facilities must meet the standards mandated in the California Code of Regulations (Title 14) and may require a State permit. Tire dealers and dismantlers can store up to 1,500 waste tires without a permit, dismantlers for up to 90 days. There are also exemptions for retreaders and agricultural purposes.
